What 0.3% Actually Means in Gmail Terms
Google publishes two numbers for bulk senders, and people conflate them. The target is a user reported spam rate below 0.1%. The hard line is 0.3%, described as a rate you should never reach. The consequence of crossing it is specific and it is documented: bulk senders remain ineligible for mitigation while user reported spam rate is greater than 0.3%, and they become eligible again only when the rate stays below 0.3% for seven consecutive days.
Ineligible for mitigation is the phrase that should worry you. It means that if your mail is being throttled or rejected, there is no support path, no escalation, and no exception process until you get the number down yourself. You are on your own until the seven day clock runs clean.
The second thing that changed is the failure mode. Gmail used to quietly route non compliant mail to the spam folder. Since Gmail ramped enforcement in late 2025, non compliant traffic increasingly gets temporary and permanent SMTP rejections instead, the 421 4.7.x and 550 5.7.x family. A 550 5.7.26 means your mail was rejected as unauthenticated. A 550 5.7.1 is the catch all rejection for spam, poor reputation, or DMARC failure. Bounces are now the signal, not silence, which is at least honest.
For context on who this applies to, Gmail treats you as a bulk sender once you send close to 5,000 messages or more to personal Gmail accounts within a 24 hour period, and that classification is permanent once triggered. Dropping back under 5,000 a day does not un classify you.
Read Postmaster Tools v2 Before You Change Anything
The instinct at 0.3% is to start changing things immediately. Do not. You get one clean read of the diagnostic data before your own changes start polluting it.
Compliance status comes first, spam rate second. Postmaster Tools v2 removed the old Domain Reputation and IP Reputation dashboards entirely. In their place is a Compliance status dashboard tied to the bulk sender requirements, where each requirement returns Compliant, Needs work, or No data found. In June 2026 Google added a Deliverability analysis section inside that dashboard which translates your sending data into a plain language verdict plus a recommended action. Read that verdict before you form your own theory.
Understand the denominator or you will misread your own recovery. Spam rate is manual Report spam clicks divided by messages delivered to the inbox for active Gmail users. It excludes mail that Gmail already filtered to spam. That produces a counterintuitive effect: as filtering worsens, the denominator shrinks and your reported rate can climb even while you send less. Never react to a single day. Judge the seven day trend and, where you can, the raw complaint count.
Expect lag. Data usually updates within 24 hours, but two to three day delays are normal, and compliance status changes can take up to seven days to reflect a fix you already shipped. You also need roughly 200 or more daily messages landing at Gmail addresses to see meaningful data, which is why splitting a damaged program across dozens of tiny sending domains makes the problem invisible rather than smaller.
The Day By Day Recovery Plan
Here is the full sequence. The windows overlap deliberately, because authentication fixes and list pruning can run in parallel while the send freeze holds.
Day 0 to 2, stop sending properly. A partial pause is not a pause. Turn off every cold sequence, every nurture blast, and every automation that auto enrolls new contacts, across every mailbox and every domain that shares your organizational domain for DMARC alignment. Keep transactional mail and live reply threads running, because those generate the positive engagement signal you need.
The mistake we see most often is a team that pauses the campaign in the sequencer but leaves three CRM workflows and a webinar follow up quietly firing. Those keep the complaint clock running while you assume you are in a freeze. Audit by looking at actual sent volume per mailbox for the previous 24 hours, not by trusting the tool status page.
Second, add a permanent suppression entry for every contact who has ever marked you as spam, across all sending systems. If your stack cannot enforce a global suppression list, that is the first infrastructure gap to close, because a complainer who receives a second message from you is the highest cost send in your entire program.
Day 2 to 6: Diagnose the Source, Then Fix the Mechanics
A domain level spam rate is an average, and averages hide the culprit. Break the complaint data down by campaign, list source, sending mailbox, offer, and send time. In practice, one of four things is nearly always responsible.
Bad list source. A scraped list, a purchased file, an event attendee list you had no relationship with, or an enrichment export that was never filtered for fit. A domain sitting at 0.3% commonly correlates with a list carrying a high share of invalid, catch all, or unknown addresses, which is a proxy for how the list was built.
Bad relevance. The addresses are real and deliverable, but the message has no defensible reason to exist for that person. This is the most common cause in B2B outbound and the hardest to admit, because it is a strategy problem wearing a deliverability costume.
Bad mechanics. Misleading subject lines, hidden or broken unsubscribe, a reply address nobody monitors, or aggressive follow up cadence. When someone cannot get off your list in one click, the spam button is the unsubscribe button.
Bad infrastructure. Authentication drift after a DNS change, a new sending tool added to SPF without testing, or a shared IP pool where somebody else is the problem. Rule this out with data rather than assumption, which is what the next step is for.
Day 3 to 6, fix authentication and compliance mechanics. Work the compliance checklist until every row reads Compliant. The requirements are not new, but recovery is a good moment to verify rather than assume. You need SPF and DKIM both passing, a DMARC record at minimum p=none, and the organizational domain in your From header aligned with either the SPF organizational domain or the DKIM organizational domain. You need TLS on SMTP connections and valid forward and reverse DNS records for your sending IPs.
For marketing and promotional mail you need one click unsubscribe implemented per RFC 8058 using List Unsubscribe headers, and you must honor those requests within 48 hours. Transactional mail is excluded from the one click requirement, but if you are arguing internally about whether a message is transactional, it probably is not. Do not stop at Gmail. Microsoft applied comparable requirements to high volume senders to Outlook and Hotmail consumer addresses from May 2025, routing non compliant high volume mail to Junk, and Microsoft does not publish a complaint threshold at all. If your Gmail number is bad, assume your Microsoft placement is worse and you simply cannot see it.
Day 5 to 10: Prune the List Hard
Run the affected list through verification and remove everything returning invalid, risky, unknown, or catch all. Then apply an engagement filter that will feel painful: suppress anyone with no open, click, or reply in the last 90 days. During recovery you are optimizing for the ratio, not the reach.
Also strip role based addresses like info, sales, support, and admin from cold sequences. They rarely convert, they are frequently monitored by people with no context for your message, and they are a common spam trap format. Then run a small seed send, a few hundred messages to your most engaged Gmail contacts, and confirm hard bounce rate lands under 2% before you scale anything.
Keep the pruned records. You are suppressing them for this recovery, not deleting them from the CRM. Once the domain is healthy and your targeting is signal based rather than list based, a subset of those accounts becomes legitimately reachable again.
Day 8 to 21: Re Warm Without Resetting the Clock
Restart at roughly 10 to 20% of your previous Gmail volume, aimed only at your most engaged segment. Increase by about 20% every few days, and only after a clean day. If the seven day rolling spam rate ticks up, hold volume flat rather than cutting to zero again, because whiplash sending patterns look worse to filters than a steady low volume.
Expect the calendar to be longer than you want. A short spike on an otherwise clean domain typically recovers in two to four weeks. A domain that has been over 0.3% for a month or more, or that has bounce and spam trap history layered on top, realistically needs six to twelve weeks. Domain reputation recovers more slowly than IP reputation, and there is no way to buy the observation period back.

What Recovery Does Not Fix
Here is the uncomfortable part. If you run this playbook perfectly, you will get back under 0.3% and your mail will deliver again. Then, if nothing else changes, you will be back here in two quarters. A spam rate over 0.3% is almost never a DNS problem. It is a targeting problem that DNS made visible.
Complaints happen when the recipient sees no reason the message should have reached them. The durable fix is not sending less, it is sending on evidence: a hiring signal, a funding event, a technology change, a job change, a product launch, a support ticket pattern. Outbound triggered by a real event has a legitimate reason to exist in the first line of the email, and recipients respond to it instead of reporting it.
Practically, that means building three things into the system permanently. A complaint kill switch that pauses any sequence crossing a per campaign threshold before the domain average moves. A weekly compliance review that someone actually owns.
